From October 2018 to September 2025, Mr. Cha served as a partner at the Korean law firm Yoon & Yang, while also serving as an arbitrator and international arbitrator at the Korean Commercial Arbitration Board from June 2018 to September 2025.
He served as a legal advisor on international investment and dispute matters for the Ministry of Justice from December 2011 to September 2025 and as a legal advisor on global affairs for the Korea Deposit Insurance Corporation (KDIC) from May 2014 to June 2018.
Earlier in his career, Mr. Cha worked as a partner at Apex Law Firm from September 2009 to September 2018 and as a legal advisor to the Korean Broadcasting System (KBS) from June 2004 to July 2015.
In the public sector, Mr. Cha co-founded the Korea Center for United Nations Human Rights Policy in 2005 and has served as a Performance-auditor for more than 10 years. He also served as a Committee Member on International Affairs at the Korean Bar Association from March 2011 to February 2013, an Expert Commissioner on International Human Rights at the National Human Rights Commission of Korea from November 2005 to November 2007, and a Commissioner of the Committee for Human Rights at the Korea National Policy Agency from August 2005 to June 2008. Additionally, he attended the Human Rights Advocate Training Program of Columbia University.
From May 2004 to April 2006, Mr. Cha served as Chair of the Committee on International Relations for Lawyers for a Democratic Society.
Mr. Cha passed the High Legal Service Examination in October 1986. He holds an LL.M (Master of Laws) degree from Washington College of Law (2001) and a Bachelor of Laws (LL.B.) degree from Seoul National University (1987).
